Segurança Social in Portugal: What Freelancers Need to Know

The rule
Freelancers (trabalhadores independentes) in Portugal must register with Segurança Social after 12 months of freelancing, OR when their annual income exceeds €13,500 (whichever comes first).
The contribution
21.4% of your taxable income (base tributável), calculated quarterly. The base is 70% of your invoiced income in services.
**Example:** - You invoice €3,000/month in services - Base = €3,000 × 70% = €2,100/month - Monthly SS contribution = €2,100 × 21.4% = €449.40
How to register
1. Go to seg-social.pt 2. Log in with NIF + password (or request access) 3. Navigate to "Trabalhadores Independentes" 4. Submit registration form
Exemptions in the first year
New freelancers are exempt from Segurança Social contributions in their first year. In year 2, contributions begin.
